1. 2024 GO Note for the Original Town Urbanization Phase 3 Project, the remaining balance of
the purchase of Truck #152 for the Fire Department and the remaining Public Works
equipment replacement list (dump truck, F-550 and an equipment trailer).
600-810 and 610-815 – Water and Sewer
1. Both of these budgets have generally gone up with the growth of the City and the cost of
providing the services. Utility line items (6371) and chemical line items (6501) have both
increased as a result.
2. We still expect to spend a fair amount on water meters again this year (600-810-6780) as
we continue to transition to the new Fixed Base meter reading system.
3. 6710 – Capital Outlay – Included in this line item for water, sewer and storm sewer is a
lease/purchase of a vacuum/jetter truck for our sewer mains and our storm sewers. This is
a service (and typically it’s an emergency service) in which we have just used a local
contractor to jet our sewer mains when needed. However, it is time for the City to have a
maintenance program on our sewer system and to handle the sewer emergencies
ourselves. As described in the monetary split, this machine will have uses within the water
and storm sewer departments as well. This line item specifically within the water
department also has the replacement of a pump for Well #4.
740-865 – Storm Sewer
1. 6710 – Capital Outlay – The only change to this department is the lease/purchase split of
the vacuum/jetter truck.
Additional Budget Note:
1. You will notice that I do not have any of the wages, FICA, IPERS or group insurance numbers
filled in for any department yet. This is because I have a couple of personnel items I’d like
to discuss tomorrow night which will affect those numbers. To simply not have to do that
work twice, I’ve left all of them blank.
Revenues:
001-150-4810 – This line item was added for the sale of Truck #152 as its replacement is expected
to be delivered in March of 2025.
121-950-4090 – This is the new LOST revenue line item.
608-810-4820 – This is the Planning and Design loan proceeds for the engineering of the Water
Treatment Plant project upgrade.
The 2024 GO Note (not to exceed 3.5M) is spread out within the budget with the majority of it
going to (339-210-4820) Original Town Phase 3, Truck #152 replacement (330-150-4820) and for
the Public Works Equipment (344-210-4820).
This budget does not include a water and/or sewer rate increase but with the upgrade of the water
plant and the future planning of the sewer plant upgrade, this is something that will need to be
discussed at some point during FY 2024-2025. The water rate increase will be more urgent than the
sewer increase but that’s not to say both couldn’t be done at the same time.
