AGENDA INFORMATION TIFFIN CITY COUNCIL COMMUNICATION DATE: March 15, 2024 AGENDA ITEM: Discussion and Consideration to Enter into a Memorandum of Agreement with the United States Census Bureau for a Special Census and Council Action as Needed ACTION: Motion SYNOPSIS: Attached is the Memorandum of Agreement from the Census Bureau for a special census that would start on June 1, 2025. This is something the council started discussing two years ago as it was felt that with the current growth projections for the City, a special census would make sense based on the return the City would get from the increase in Road Use Tax (RUT). My conservative estimate from RUT would be an additional $239,000 a year until the next censes in 2030. The other benefit to the special census, now that the local option sales tax was approved, is the portion of the distribution formula (25%) is based on population. With the City not having any distribution history yet (as we’ve only received one payment so far) the potential increase in LOST revenue is more difficult to estimate. As you can see in the memorandum, the cost of the special census is significant. The $370,391 is the hard cost but the City will also have soft costs of supplying office space, computers, printers and providing the advertising and promotion of the special census. However, in the end I believe the return on investment out ways the costs. The estimate is valid until April 10th. If the council would like another meeting to discuss this, there is time to do so.
