______________________________________________________________________________ CITY OF TIFFIN CITY ADMINISTRATOR REPORT TO THE CITY COUNCIL March 14, 2025 • Notice has been posted for the Water Treatment Plant Upgrades Project. There will be a pre-bid meeting on Tuesday morning. Anyone interested in bidding on the project is encouraged to attend to review the plans and specification and to ask any questions on the project itself. • Item K-2 – This document/contract is back on the agenda as the legal review has been completed. It is currently being reviewed by Miron Construction. We anticipate their review to be completed prior to the meeting but if it is not, we will simply table it until the April 1st council meeting. • I have a Spring Startup Meeting for the Original Town Urbanization – Phase 3 Project on Monday morning. I hope to have a schedule to share with the council at the meeting Tuesday night. • We continue to work with Heidi Kuhl with Northland Securities on what the new water (and potentially sewer) rate structure is going to look like with the upcoming water plant improvements. As the City has done in the past, the change in the rate structure will be with both the base rate and the usage rate. We continue to run numbers/scenarios that assume an estimated total project cost, along with an estimated population growth in order to meet the annual payment and reserve or ‘sinking fund’ that the State Revolving Fund program requires. Heidi is planning on attending one of the work session meetings in April to talk through this process and layout a timeline of implementation for the change in the rate structure. • The budget is now complete. As you can see on the regular agenda, we will set a public hearing for its approval on April 15th. As far as the public hearing for the Consolidated General Fund Tax Levy is concerned, just like last year, we are required to have a special council meeting on April 1st, prior to the regular council meeting for the consideration of the consolidated levy. • Just a friendly reminder, Ashley and I will be at the Iowa Municipal Management Institute Conference that is held in Iowa City from March 26th – 28th. • Just an FYI, I will be out of the office from April 7th – April 9th.
