CITY OF TIFFIN
CITY ADMINISTRATOR
REPORT TO THE CITY COUNCIL
December 30, 2020
• With this being a short week, the development agreement that goes along with Item I-3
was not ready yet from Dorsey & Whitney. I anticipate getting it either on Thursday or
Monday. Once I receive it, I will e-mail it to everyone as well as insert it into the
electronic packet.
• I have a phone call scheduled with Larry Gullet with Johnson County Conservation on
Monday of next week. We will be talking about formalizing a cost sharing agreement
for the rural section of Trail Phase 7. Now that we have received bids and generally
know what the total costs of the project are estimated to be, we can now put that
agreement together. I expect to have a draft for legal to review in January. We also
discussed the portion of the existing Clear Creek Trail that will soon be annexed into
the city limits. Normally, when something like that happens the City takes over the
maintenance of the annexed section of trail. This can also be done with a simple
agreement.
• I have one other item I am working on and trying to complete for discussion in
Tuesday’s work session. I would like to discuss with the council the convenience and
surcharge fees for credit card, debit card and e-check utility payments. Now that we
have completed the utility software transition, some of those fees have changed. I
would like the council to review the charges and fees the City covers and the those that
are passed along to the customer. I would like direction from the council as to whether
or not to keep the current structure or to make changes to it. Again, I should have that
breakdown to everyone on Monday.
• Attached is an e-mail I received from Kim Casko who is the President and CEO of the
Iowa City Area Business Partnership. The e-mail was sent to all existing members
asking to potentially support those businesses impacted by Covid-19 and will not be
able to be a member this year by contributing to a ‘Pay it Forward Fund’ and funding a
membership for 2021. Below is the link from the e-mail to view the details and the
specifics levels of support.
