______________________________________________________________________________ CITY OF TIFFIN CITY ADMINISTRATOR REPORT TO THE CITY COUNCIL January 29, 2021 • Item I-2 – Although we are just setting a public hearing for the Maximum Property Tax Levy, I am still modifying and double-checking the notice as result of Wednesday night’s meeting. I will have it in its final form by Tuesday’s meeting though. It’s important this document is accurate because once it is published, the amount cannot be increased. Once it is published the only changes that can be made to it are to lower the amount. So again, it’s important this document is accurate. • There are only has a handful of electric services left to change over in Phase 2 of the Original Town Urbanization Project. Once that is completed, Alliant Energy can start removing the overhead lines. Doing so would leave that section of town with no streetlights though. However, we are going to have Alliant leave enough overhead lights in place until Rathje is ready to continue the project in the spring. • I briefly mentioned this at Wednesday’s meeting but the Johnson County Conservation Board voted unanimously to honor their original commitment to help cost-share the construction of Trail Phase 7. We have a Zoom meeting scheduled for Tuesday afternoon to start working on the payment and transfer of trail agreements. • The annexation meeting with the City Development Board for Chad Payne’s property on Ireland Avenue went well. The board had no issues with the parcel. We are now in the 30-day waiting period for any appeals to be filed. If no appeal is filed, the proceedings will be filed with the Iowa Secretary of State and recorded with the Johnson County Recorder. These two actions will complete the annexation. • As I look at the month of March to try and schedule the public hearing and approval of the budget, I think it is possible we may have to shift the meeting dates. I don’t have that completely figured out yet but I wanted to prepare everyone for that possibility. We have done this in previous years and with there being five Tuesday’s in March, we do have a little more flexibility if that becomes necessary.
