______________________________________________________________________________ CITY OF TIFFIN CITY ADMINISTRATOR REPORT TO THE CITY COUNCIL March 28, 2025 • Item J-1 – This document/contract is back on the agenda as the legal review has been completed and in its final form. Miron Construction and Crystal have both reviewed this and it’s ready for approval. If there are any questions on this document, please let me know as we need to have this approved prior to releasing the first bid package which will go out on April 4th. • Attached is the proposed schedule from Rathje Construction for the restart of the Original Town Urbanization – Phase 3 Project. • Just a reminder that Heidi Kuhl with Northland Securities will be here at the April 15th meeting to discuss the new water (and potentially sewer) rate structure as a result of the upcoming water plant improvements. Bids for the project are due on April 10th so that will give us a solid basis for the discussion. As the City has done in the past, the change in the rate structure will be with both the base rate and the usage rate. We are running numbers for what the rate change will do to the average utility user and what it will do for some of the top utility users. Our plan is still to have a couple of rate structure options for the council to review. • One of the changes to the budget process from last year’s passage of HF 718 by the State Legislature is the separate public hearing on the consolidated general fund tax levy. As required, this will be a special city council meeting and will only have this one item on the agenda. The council will hold the public hearing for the levy and after all comments have been made, simply close the public hearing and adjourn the meeting. No formal council action is required. From there we will proceed to the regular council meeting. • Just a friendly reminder that I will be out of the office from April 7th – April 9th. I will still be available by e-mail, phone or text. • Just another friendly reminder that the Tiffin Emergency Responders Association Pancake Breakfast Fundraiser is scheduled for Sunday, May 4th from 6:00 – 11:30 a.m. at the Tiffin Fire Station.
