City spending: the payables lists

From the city's published payables lists, not official accounting. How these figures are built

Every bill the council approved on its payables list ("Expense Approval Report"), 2021 to today plus one 2018 claims report, read line by line from the published lists. Pick a year, a payee, a fund or a department to filter. From revenue to payee: cash-flow chart.

The lists in the archive add up to $66,857,922, a lower bound, in 19,909 line items paid to 818 payees. 130 of the 135 lists add up to their printed total.

Spending by year

No payables lists in the archive for 2019, 2020: those years are blank, not zero. 2018 is partial (2 lists). Coverage below 100% (parsed lines ÷ printed totals): 2021 93%. Some scanned lists are missing pages or have OCR misreadings.

Account numbers are fund-department-object. Fund names come from the Treasurer's reports and the lists; department names are read from the lists' account summaries. Data-quality report (JSON).

About these figures
Figures are parsed from the payables lists, Treasurer's reports, receipts, pay applications and change orders the City of Tiffin published with its council agendas. They are not official accounting records. Every number links to the page it was read from; where a document's parsed lines do not add up to its printed total (coverage below 100%), the parsed amounts are a lower bound.
Payments to private individuals (refunds, deposits, reimbursements, coaches and officials) are shown as one payee, "Individual (refund/reimbursement)", without names; reimbursements to city staff and officials (mileage, travel, training, uniforms …) are shown as "City employee (reimbursement)" with their purpose; the source page is still linked.
