PROJECT UPDATE  A Review of MSA Projects in Your Community City of Tiffin, IA CLIENT LIAISON: Andrew Inhelder, PE Office: 319.364.4773 Cell: 515.802.0906 [email protected] DATE: October 2, 2025 ON-GOING PROJECTS REVERSE OSMOSIS WATER TREATMENT PLANT DESIGN – CLINT WIENEN The 12” and 8” water main has installed. The existing electric service has been moved to a temporary position to be clear for the building/structure construction to begin. Construction on concrete electrical pads, manholes, and sanitary sewer lines are next on the schedule. Regular construction meetings have been scheduled to ensure project progress. HIGHWAY 6 CONCEPT AND COST ESTIMATE – JAMES WATTERS Coordination with franchise utilities in the right-of-way remains ongoing. MSA is still pursuing responses from utility coordinators who missed the June 16th due date for Preliminary work plans. Work with the DOT Right-of-Way staff has been ongoing regarding the fit of the design within existing right- of-way. Several small adjustments have been made to ditch slopes and sidewalk near the “Hawk Wash” property on the southeast corner of US6 and Croell Avenue. MSA is preparing an operations analysis for the Croell Ave and Kimberlite St intersections with US 6 (Marengo Rd) after receiving feedback on crash history of the Croell Ave intersection during public engagement period. Turning movement counts were collected at these intersections during the second week of August and a report of findings and recommendations will be presented to Council at October 21st meeting. SYSTEMWIDE SANITARY SEWER MODEL – ERIC THOMPSON MSA removed the flow meters on 9/26/25 and the final data is being reviewed to select both dry weather and wet weather events. Sewer sheds are being delineated to each manhole with the system (to estimate sanitary loads added at each location) and the calibration effort is underway in PCSWMM. Wet weather and dry weather flows will be reviewed in the EPA’s Sanitary Sewer Overflow Analysis and Planning (SSOAP) tool, then integrated into PCSWMM for modeling purposes. Once existing conditions are established, MSA will display findings to the City for review of different rainfall scenarios. PROJECT UPDATE Page 1 of 4
