AGENDA ITEM # K-4 AGENDA INFORMATION TIFFIN CITY COUNCIL COMMUNICATION DATE: October 29, 2025 AGENDA ITEM: Discussion and Consideration of Pay Application #8 – Boomerang Corp – North Park Road Project ACTION: Approval Purpose This staff report is submitted for Council consideration of Pay Application #8 from Boomerang Corp., the prime contractor for the North Park Road Project. Background Boomerang Corp. is under contract with the City of Tiffin for the North Park Road Project roadway improvements including pavement marking, signage, water service installation and fire hydrant assembly. The awarded contract amount is $5,458,891.91. The authorized amount to date is $5,482,933.66. The application has been reviewed and recommended for approval by MSA Professional Services, the City’s engineering consultant. • Pay Period: September 21, 2025 – October 15, 2025 • Approval Date: November 4, 2025 • Current Payment Amount: $67,514.80 • Total Paid to Date (including this estimate): $3,099,786.43 This pay estimate includes: • Pavement markings, symbols, and Type A signs previously installed but not paid due to pending certifications • Water service stubs (1” and 2” copper) • Gate valves (8” and 12”) • Fire hydrant assemblies Recommendation Staff recommends approval of Pay Application #8 in the amount of $67,514.80 to Boomerang Corp. for work completed on the North Park Road Project.
