These provisions recognize that EMS-only providers may contribute to department operations
through scheduled station or standby availability, in addition to responding to emergency calls.
Updates to Annual Department Officer Stipends
The revised program changes how certain department leadership stipends are identified and
established:
• The Fire Chief's annual stipend will be set by Council resolution rather than listed as a
fixed amount in the program.
• The Assistant Chief/Fire Marshal's stipend will be set by Council resolution.
• The existing Assistant Chief stipend of $7,000, Captain stipend of $3,500, and Lieutenant
stipend of $1,500 remain listed.
• The separate annual stipend entries for Medical Officer and Training Officer have been
removed from the revised schedule.
Updates to Fire Response Stipends
The existing fire response stipend structure remains substantially unchanged. The base
recruit/probationary stipend remains $5 per call, with additional amounts based on certifications
and qualifications. The maximum listed response stipend remains $26 per call.
The revised program clarifies additional compensation for extended cleanup by providing one
additional point for each hour of cleanup exceeding three hours. The prior program provided one
additional point for a response involving cleanup exceeding three hours without specifying the
additional point for each subsequent hour.
Updates to SAFER Station-Time and Coverage Incentives
The revised program includes changes to existing SAFER incentives that apply to the broader
Fire Department program:
• The maximum scheduled SAFER station-time allowance increases from 20 to 35 hours
per month.
• An EMT-only station-time rate of $7 per hour is added to the SAFER station-time
schedule.
• The maximum coverage incentive increases from $175 to $250 for 24 hours of coverage.
• The Firefighter I coverage incentive increases from $50 to $100.
• The driver/operator coverage incentive for a pumper or aerial apparatus with EVOS
certification increases from $25 to $50.
• The minimum coverage period is revised from a specified 12-hour minimum for half the
stipend to a minimum number of hours determined by the Program Manager, with
compensation prorated based on a 24-hour day.
These changes are separate from the establishment of the EMS-only division but are included in
the overall program update.
Training and Meeting Compensation
The revised program more specifically identifies approved EMS training opportunities, including
quarterly EMS training, EMS Saturday, and additional required or approved EMS training and
drills. It also recognizes approved county fire or EMS meetings and retains compensation for
