AGENDA INFORMATION
TIFFIN CITY COUNCIL COMMUNICATION
DATE: October 20, 2026
AGENDA ITEM: Resolution No. 2026-049 – A Resolution to Modify the City of Tiffin Fire
Department Stipend Program to Align with the Addition of EMS Division of
the Fire Department
ACTION: Motion
Background
The City of Tiffin maintains a Fire Department Stipend Program to provide compensation for
department leadership responsibilities, emergency response, training, meetings, station
availability, and other approved service commitments.
The existing stipend program, dated May 30, 2023, included annual department officer stipends,
per-call response stipends for fire and EMS responses, training and meeting compensation, and
incentives administered through the SAFER program.
Following the adoption of Ordinance No. 2026-530, which created an EMS-only division within
the Fire Department, staff updated the stipend program to establish compensation provisions that
recognize the distinct staffing and operational needs of EMS-only providers. The revised
program also includes updates to certain existing stipend amounts, eligibility provisions, and
program administration requirements.
The October 16, 2026, revision is intended to align the stipend program with the department's
updated organizational structure and clarify the compensation available for EMS-only service,
while retaining the existing fire response stipend framework.
Establishment of EMS-Only Compensation Provisions
The revised program establishes a dedicated EMS-only compensation structure that differentiates
response stipends according to certification level:
• EMT: $10 per call.
• EMT Advanced: $12 per call.
• EMT Paramedic: $14 per call.
• EMS Instructor/CPR Instructor: An additional $1 per call.
The revised program also establishes an EMS-only station-time incentive of $7 per hour for
EMTs, EMT Advanced providers, and EMT Paramedics, with a maximum of 35 hours per
month per EMS provider, subject to approval.
The EMS station-time incentive is paid by the City and is not covered by the SAFER program.
When an EMS provider responds to a call while receiving station-time or standby compensation,
the applicable call-response stipend is paid in addition to the station-time incentive.
