AGENDA ITEM # K-3 AGENDA INFORMATION TIFFIN CITY COUNCIL COMMUNICATION DATE: January 30, 2026 AGENDA ITEM: Discussion and Consideration of Pay Application #5 – Tricon Construction Group – Water Treatment Plant Upgrades – Motion to Approve ACTION: Motion Purpose The purpose of this item is to present Pay Application No. 5 from Tricon Construction Group for work completed on the Water Treatment Plant Upgrades project for the period December 1, 2025 through January 23, 2026. The request has been reviewed and recommended for approval by MSA Professional Services, the project engineer. Project Background The Water Treatment Plant Upgrades project is a major capital improvement intended to expand and modernize treatment capacity, replace aging plant components, and support long-term growth within the City of Tiffin. Tricon Construction Group is performing the work under a contract originally totaling $12,182,553.00. A previously approved change order increased the contract by $12,420.34, resulting in a revised total contract value of $12,194,973.34. The application includes progress across multiple work categories, including structural concrete work, electrical systems, earthwork, roofing, site utilities, mechanical equipment, and early RO system components. The engineer has confirmed that quantities and work completed are consistent with field observations and contractual requirements. Change Orders • Change Order No. 1 (Electrical Controls Changes): $12,420.34 Included in the revised contract total. No new change orders are included with this pay request. Budget and Contract • Original Contract: $12,182,553.00 • Approved Change Orders: +$12,420.34 • Current Contract Total: $12,194,973.34 • Balance to finish (including retainage): $10,371,567.30 The project remains within the approved budget authority. Engineer Recommendation MSA Professional Services has reviewed and recommends payment in the amount of $152,152.06 to Tricon Construction Group for Pay Application No. 5. The application was signed and approved by the project engineer on January 26, 2026. Staff recommends that the City Council approve Pay Application No. 5 to Tricon Construction Group in the amount of $152,152.06 for work completed on the Water Treatment Plant Upgrades project.
