300 Railroad St. PO Box 259 Tiffin, IA 52340 P. 319-545-2572 F. 319-545-4147 www.tiffin-iowa.org February 8, 2026 To: Mayor and City Council From: Doug Boldt, City Administrator RE: FY 2026-2027 Budget Summary Below is a general summary of the FY 2026-2027 budget expenses and revenues in preparation for the meeting Tuesday night. Expenses: 001-110 – Police Protection Contract 1. The third year of the five-year contract with JCSD adds two more deputies with the possibility of one of those deputies becoming the SRO for the School District. Contract increases $314,059 to $987,867, with a potential offset from the District. 001-151 – Fire Department 1. Outside of the full addition of an employee, the only major change in the Fire Department’s budget comes with the last year of the current SAFER grant. All remaining balances from the grant are brought forward with next year’s budget. One minor addition to the budget comes in line item 001-150-6750 (capital outlay). This $25,000 is proposed to be transferred into the new FD saving account. 001-170 – Building Department 1. No major changes to the building department budget. 001-210 – Road Maintenance 1. This line item will continue to be used for specific road maintenance/sealcoating streets like Kansas Avenue and 340th Street. 01-410 – Library Department 1. The third year of the library being a City department has no major changes. 001-430 and 460 – Park and Recreation Department 1. 001-460 – A new departmental number for the recreation department, which will include the new recreation center, has been created for next year’s budget. All recreation activities that were previously under (431) will now be included in (460). A lot of the numbers for the recreation center were gathered from some of the surrounding recreation centers. What is included is our best guess for half of the year. 2. 430-6710 and 6783 – Capital Outlay and Park Improvements – These are two line items to discuss tomorrow night. However, equipment/items to consider are an additional mower, a tiller, an additional Cushman golf cart, safety surface for Woodfield Park, replacing the current pickup and a forestry mulcher. 001-520 – Economic Development Department 1. By not continuing the contract with Retail Strategies, this budget has been reduced. Money is still included for additional economic development help and the ICSC Conference.
