Minutes of Regular Council Meeting, September 6, 1972, Town of Tiffin, Tiffin, Iowa Mayor Stratton presiding; Councilmen present: Kobold, Potter, Spivey Att. Neuzil present. Absent: Bream and Davis Citizens present: Mrs. Jean Smith and Dolores Madden Minutes of Regular Meeting August 2, 1972, read and approved. Residents present to ask what could be done about the Town's water system? They have had water in their basements, no trouble like this before the Water System was put in. Mrs. Smith says she also has a "sewer smell" in her basement. Discussion: It is possible that the old field tile which served old septic tanks is plugged up or broken. There have also been reports of water standing in the ditch in front of the Locker Plant. Shortly, a new water line is to be installed at the Elementary School and repair of a broken water hydrant. At this time when the digger is available, they will dig up near the Locker. It was reported that Dunton's Insurance Agency notified the Town that our policy does not cover fire or water hydrants. It was discussed that the Town's present insurance policies should be reviewed, Water and Sewer Coverage. Ted Spivey to review policies on the Water System and Don Davis and Mayor to review sewer policies. Report read from Don Davis concerning a complaint he had from Clyde Wolf. Mr. Wolfe reported he had received through his hired man, registered by Mrs. Allen, complaining he is out-letting his septic drain on her property. Mr. Wolfe maintains he is on field tile and all she is getting is surface water. Since there is no Town Sewer line involved, therefore it would be a private matter. Mr. Wolf is connected to The Towns Water System but has discontinued services and he is not connected to the Towns Sewer System. Any services to new annexations will be a matter of negotiations. Ted Spivey made a motion to pay the registration fees for Ralph Brown and Bob Martin to attend a Basic Education Course for Water Works Operators at the University of Iowa. Kandy Kobold seconded. All in favor by roll call vote. Letter read from the Dept. fo the Army concerning an application for a Permit to discharge from Concrete Materials, a Division of Martin Marietta Corp. to deposit or discharge material into Clear Creek from their limestone quarry, known as Klein Quarry located approx. 1 mile South and 2 miles East of Tiffin. Clerk to write a letter to the Dept. of the Army and Iowa Water Pollution Control Commission stating the Town's concern as to the affect this drainage would have on our wells. Glenn Potter made a motion that Hawkeye Engineering be contacted to come to our next Regular Council Meeting, Oct. 4, 1972, for the purpose of updating our Sewer System in accordance with the State Dept. of Health's letter of Aug. 7, 1972. Seconded by Kandy Kobold. All in favor by roll call vote.
