Present: Bill Verry, Wayne Stratton, Ted Spivey, Glenn Potter
Absent: Bob Svatos
Meeting was called to order by Mayor O'Toole. Minutes of the last meeting were read and approved.
OLD BUSINESS:
Civil Defense. Mr. Walters said at a meeting that there would be 64 or so radiological monitors, and these people would probably be trained here under a Johnson County program. If so, they would have a school and we would pick about four people out of Tiffin to attend so that chances of having one here pretty much of the time would be good. The course would probably be at night and over a period of several months. These monitors would learn basic information on fall-out and how to monitor with the instruments, and they would be responsible for spreading the information. They are going to try to set up a citizen band radio arrangement. No-one needs an amateur radio license for citizen band operation. This would be sufficiently powerful to reach Iowa City. Emergency radio equipment for this type of thing is on the market; the cheapest are $200. Mayor was sure that in the not too far distant future the Office of Civilian Defense will make a lot of this available, especially for small towns. We will be informed through the regular county meetings. Warning systems have not been set up yet, but will probably be in conjunction with a volunteer fire department.
Shelters: Mayor asked if they had any specific information on design, wall thickness, etc., so that when we make application we can be sure we do it according to specifications, also additional equipment--emergency power plant, ventilation, water, and communications. There are probably not more than four or five counties which haven't become part of the State plan. It was suggested that a flying squad be composed of people who have handled radiological materials, know radiological safety, who will come out and present programs to small towns and show films.
A letter from Mr. Tucker was read, which offered to sell the town the T. T. Meade property. Bill made the motion that the Mayor investigate the purchase of this property further, with the fact in mind that if there is no competition, perhaps a lesser bid might be sufficient. Glenn seconded the motion. Carried. The possibility of purchasing the two empty schoolhouses and moving them to this site was discussed.
NEW BUSINESS:
Glenn moved, Wayne seconded the motion that the following money be accepted:
$ 1.00 . . Ken Stauck (rent)

253.00 . . Pauline Spivey (cig. & beer permits)
270.96 . . State Comptroller (street)

$682.46
