The meeting was called to order by Mayor Bream.
Present: Ned Allen, Dale Flansburg, Jerry Michel, and Ted Spivey. Also Ralph Neuzil. Tim O'Connor and Jim Shive representing Jason Mfg. were also present.
Absent: Glenn Potter.
Purpose of the meeting- Jason Mfg. wanted to meet with the Council to discuss sewer and water hook-up.
Jim Shive presented figures that Jason Mfg. had arrived at, which were: Jason Mfg. would be a low waste producing plant equal to ten houses or 35-40 people. There would be no chemicals.
Jason Mfg.'s options on sewer are:
1. They could build their own, which would drain into Clear Creek. This would be a lagoon type and cost between $16,000 - $24,000.
2. They could hook on to the Tiffin sewer going through Jeff Wombachers, assuming Mr. Wombacher would voluntarily annex into Tiffin. This would require a lift station.
The cost of hook up with the Tiffin sewer would be $77,000 total cost to Jason Mfg., $10,000 cost to Mr. Russell who owns land east of Jason & $12,000 to Mr. Quinn who owns land west of Jason. The total cost would be $99,000.
Another way would split the costs four ways. $25,000 to Jeff Wombacher, $25,000 to Jason, $15,000 To Russell, and $12,000 to Quinn. This is a total of $77,000 with Russell and Quinn making up the difference to make $99,000 when they develop their property.
Jason figures the Tiffin sewer plant at 75% capacity now, which is a 40,000 gallon flow. Their company would add another 10% to put it at 85% capacity.
They would add about $5000 for sewer plant expansion and Wombacher, Quinn, and Russell would be expected to add according to their use. Their monthly sewer bill would be approximately $43.50.
Jason Mfg. bought 30 acres to be developed. Another company is interested in the land that Jason doesn't use to retail truck tractor units. This leaves Russell with around 15 acres to the east of Jason, which is located on the southeast section of the I-80 & Tiffin interchange.
The main purpose of the Jason plant is to service and repair truck trailers and the sale of new units.
General information concerning development was discussed.
1. The Town is responsible for sewer keep-up.
2. The Town is to provide police and fire protection if the Town has it.
3. The people in the development can petition for streets. 50-75% of the cost is generally raised be assessment.
4. The developer is responsible for the expense of the sewer main, water main, and to pave the streets and sidewalks.
5. The developer has to submit plans and designs for the Council's approval.
