AGENDA ITEM # E-7 AGENDA INFORMATION TIFFIN CITY COUNCIL COMMUNICATION DATE: September 10, 2026 AGENDA ITEM: Approval of State Revolving Fund (SRF) Planning and Design Loan Reimbursement Request #1 – Water Treatment Plant ACTION: Motion Background The City of Tiffin has an SRF Planning and Design (P&D) Loan associated with the City's Water Treatment Plant project, SRF Loan No. D0696P. The loan has an approved amount of $143,774.00. The City is submitting its first reimbursement request for eligible project expenses incurred in connection with the planning and design of the project. The reimbursement packet includes the SRF Disbursement Request form and supporting invoices documenting the expenses included in the request. The disbursement request identifies the request date as September 15, 2026, with Request #1 being submitted as the final request. The form identifies the loan maturity date as January 5, 2027, and certifies that the expenses submitted are eligible project costs that have not previously been requested for reimbursement. The supporting documentation includes professional services from Dorsey & Whitney totaling $4,500 for legal services related to the project. The packet also includes engineering and water treatment-related expenses, including work associated with the City's water system evaluation and reverse osmosis pilot study. For example, the Harn RO Systems invoices document expenses for the RO pilot lease, installation/start-up support, membrane elements, expendables, cleaning equipment, freight, and the pilot report. Additional supporting invoices include water treatment plant field service and equipment/material purchases from vendors such as Automatic Systems, Dakota Supply Group, Schimberg, and other suppliers. Recommendation Staff recommends that the City Council approve State Revolving Fund (SRF) Planning and Design Loan Disbursement Request #1 for $132,013.98 and authorize the appropriate City official to execute and submit the reimbursement request.
