______________________________________________________________________________ CITY OF TIFFIN CITY ADMINISTRATOR REPORT TO THE CITY COUNCIL March 3, 2023 • We continue to work with Johnson County Sheriff’s Department to set up an office for them in City Hall. Their IT individual was here along with Electronic Engineering to set up secure access to the office. Coordination conversations have also taken place with South Slope and Access Systems to check internet access and speeds for download capabilities. • Progress continues on the Well #5 Pump, Controls and Watermain Project. Dave Schechinger supplied an explanation for Change Order #2 (Item K-2 on the agenda). Below is the summary: o Item #1 covers the change from PVC pipe to restrained joint ductile iron pipe. The restricted joint ductile iron pipe was called out on the plans but was not listed correctly on the proposal form. The difference in pipe material cost was discussed with the contractor and the change order adjusts for this. o Item #2 is to install a City furnished hydrant to replace the flushing hydrant at the water plant where the new well will be connected. This was discussed with Brett and he provided the hydrant to the contractor. Boomerang provided and installed the valve, tee, holding spool, bolt kits, gaskets, etc. to make this work. The cost adjustment is the difference between the ‘as-bid’ hydrant assembly price and the cost to purchase a hydrant from Schimberg. o Item #3 adjusts the conduit size and wire size. Both were identified by the electrical contractor as they were ordering their materials. • As the result of SF 181, new Taxable Valuations for the FY 2023-2024 budget year have been adjusted and corrected by the Johnson County Auditor’s Office and have been distributed. The City’s budget has therefore been adjusted with the decreased revenue in the general fund being reflected in debt service. The total property tax levy basically remains unchanged though at $11.80759. We will have an item on the next agenda to set a public hearing for the approval of the budget for April 18th. • The City auditors were here on Wednesday and Thursday of this week. That process has gone really well and very smooth so far. We do not anticipate them having to come back on site. Everything left to be done will be completed remotely and the remaining information to be gathered will simply be e-mailed to them. At this point, we are being told a draft of the audit will be ready within the next two weeks and submitted to the State prior to the end of the month. • Item K-4 – The acknowledgement of the two documents in the packet and the appointment of the City Administrator as the Title VI Coordinator are requirements of the federal funding for the North Park Road Improvements Project. I spoke to the Title VI Compliance Officer with the State of Iowa to simply confirm this is a routine procedure. • Item K-5 – The purchase of the ballfield tractor was talked about during our budget work session and is in the FY 2023-2024 budget. Approval of this item now will get
