PROJECT UPDATE  A Review of MSA Projects in Your Community City of Tiffin, IA CLIENT LIAISONS: Kevin Bailey, PE / Jake Huck, P.E. Office: 319.364.4773 Cell(s): 319.855.8392/ 563.542.6571 [email protected] / [email protected] DATE: March 31, 2023 ON-GOING PROJECTS North Park Road Improvements Members of the MSA design team met with City staff to discuss the preliminary design and plans on Thursday, March 9th at City Hall. Several options regarding the alignment of the pedestrian underpass were discussed with a preferred alternative being identified. The plans were updated to incorporate comments received from staff and the school district. The Concept Statement was submitted to the IowaDOT on March 21, 2023. In order to complete the environmental review, the Office of the State Archaeologist is requiring a Phase I Archaeological survey be completed. MSA is currently obtaining proposals to complete this work. Highway 6 Concept and Cost Estimate On March 15, 2023, IowaDOT staff met with MSA and City staff to discuss the Hwy 6 project as it relates to the intersection improvements at Kimberlite Street. The outcome of the meeting was to take steps to move the Hwy 6 project forward. IowaDOT provided MSA with state LiDAR information to further evaluate and identify potential impacts of proposed improvements outside of the existing right-of-way. Knowing the potential impacts will aid in the planning and possible funding of the project. Comprehensive Water System Evaluation MSA met with City staff on March 10, 2023 to review findings of the comprehensive water system analysis. There were some areas identified that could improve performance of the system through completion of some looping projects. MSA has coordinated with Harn RO Systems and the City has entered into a Pilot Study agreement with Harn RO Systems. The pilot study will involve setup of equipment, Reverse Osmosis membranes and staff training for operation of the equipment. The study will evaluate the effectiveness of the Reverse Osmosis membranes in removing particulates from the water system at the treatment plant. These piloting costs are reimbursable through the SRF Planning and Design loan. MSA has provided the City with a partially completed Planning & Design loan application that requires City action and information to complete the application. Trail Connection between Roundabout and Parking Lot Various conceptual layouts have been prepared and were discussed with City staff on March 15th. MSA has been directed to develop plans for either Option A or C (these options were similar), whichever one provided the less construction cost estimate. The design team continues to develop these plans. PROJECT UPDATE Page 1 of 3
