PROJECT UPDATE  A Review of MSA Projects in Your Community City of Tiffin, IA CLIENT LIAISONS: Kevin Bailey, PE / Jake Huck, P.E. Office: 319.364.4773 Cell(s): 319.855.8392/ 563.542.6571 [email protected] / [email protected] DATE: April 27, 2023 ON-GOING PROJECTS North Park Road Improvements The Concept Statement was submitted to the IowaDOT on 3/21/2023. In order to complete the environmental review, the Office of the State Archaeologist is requiring a Phase I Archaeological survey be completed. An agreement was executed with the City for Rolling Hills Consulting Services, LLC to provide the Phase I Survey. MSA & city staff met with the developer for land west of and adjacent to North Park Road. The purpose of the meeting was to discuss potential access requirements for future development in this area. Several options were discussed and considered. MSA staff will present a project update to the council during the May 16th work session. At this work session, members of the design team will discuss potential access improvements with the council. Highway 6 Concept and Cost Estimate A planning meeting was held on 4/13/2023 with city staff, IowaDOT and MSA to discuss U.S. Hwy 6 planning efforts. The funding source from the DOT is now for a full construction pushing construction out to possibly 2027. Also, MSA will be performing additional design for storm water conveyances, roadway rural section and urban section design and subsequent impacts to right-of-way, and culvert extension improvements along this section of Hwy 6. These designs and resulting cost estimates will be provided to the City and IowaDOT in July so programming of the funds for reconstruction can begin. Finally, discussions continued regarding the short- term improvements necessary to facilitate a connection at Kimberlite Street. The IowaDOT discussed the “temporary” improvements that would need to be constructed until the reconstruction project occurs. Comprehensive Water System Evaluation A pilot study using the Reverse Osmosis filtration process will likely begin mid to late May. Trail Connection between Roundabout and Parking Lot The design team further evaluated Options A & C. It was found that Option A provided grade challenges due to the required storm sewer pipe. Therefore, design continues to move forward with Option C. Preliminary plans for this option were provided to City staff on 4/27/2023. Highway 6 Pedestrian Underpass Inspection MSA coordinated efforts to complete an inspection of the existing (but closed/buried) pedestrian underpass just north of the Clear Creek Amana Middle School and under Highway 6. This inspection was completed on 4/10/2023 with report provided to city staff on 4/18/2023. PROJECT UPDATE Page 1 of 2
