PROJECT UPDATE  A Review of MSA Projects in Your Community City of Tiffin, IA CLIENT LIAISONS: Andrew Inhelder, PE Office: 319.364.4773 Cell(s): 515.802.0906 [email protected] DATE: September 27, 2023 ON-GOING PROJECTS North Park Road Improvements – James Watters MSA received a response from the IaDOT regarding the application to the Traffic Safety Improvement Program (TSIP). The DOT’s opinion is that the program is to fund projects with existing traffic/safety issues rather than projects trying to mitigate future problems. With this understanding the DOT concluded this project would not be a suitable candidate for TSIP funding. MSA is inquiring with DOT personnel on applicability of project for Statewide Transportation Alternative Program (TAP) funding. MSA is preparing an application to the Iowa Clean Air Attainment Program (ICAAP) funding for submittal by Oct 1, 2023. MSA has received direction from the City to proceed with one roundabout at the second entrance north of the USH 6 roundabout on Park Rd. School district is no longer interesting in funding a second roundabout at the entrance to Oak Hill Elementary. Highway 6 Concept and Cost Estimate – Ben Wilkinson MSA has completed our conceptual design of the project and finalized the draft cost estimate and cost sharing estimate. MSA forwarded that to City for review and then a follow up with the DOT will be scheduled. MSA is still waiting on the DOT to determine recommendations on the two structures. Comprehensive Water System Evaluation – Clint Wienen The RO pilot has been completed. We are currently working on finalizing cost estimates for (3) building options (masonry, precast concrete, and pre-engineered steel). Once the estimates are completed, we will present to the council for a decision. We are also waiting for the pilot study report to be finalized by Harn. Trail Connection between Roundabout and Parking Lot – Andrew Inhelder Plans are being internally reviewed for QAQC. Once plans have been reviewed a final plan set will be sent to the City for review/comment and plans will be sent for bidding. PROJECT UPDATE Page 1 of 3
