AGENDA ITEM # E-5 AGENDA INFORMATION TIFFIN CITY COUNCIL COMMUNICATION DATE: October 1, 2026 AGENDA ITEM: Approval of Change Order #11 – Rathje Construction Co. – Original Town Urbanization – Phase 3 ACTION: Motion Background The City of Tiffin contracted with Rathje Construction Co. for the Original Town Urbanization – Phase 3 project. Change Order No. 11 is dated July 23, 2026, and addresses two field conditions encountered during construction. The work associated with these items was performed after verbal approval from the City. The change order combines two previously submitted change order requests involving water service sizing and additional frost protection for a shallow water main. Change Order Items: Additional Frost Protection – $12,240 During construction, it was discovered that the water main at the intersection of Third Street and Grant Street was only approximately 3.5 feet below the paving elevation, providing insufficient frost protection. The project required additional protection to address the shallow water main. Rathje Construction installed 6-inch rigid foam board insulation over approximately 720 square feet at a unit price of $17.00 per square foot. The total cost associated with this work is $12,240.00. The change order request indicates that the work required one additional working day. Water Service Size Modifications – $1,800 During water main installation, it was discovered that two existing water services—one serving 320 Main Street (Car Wash) and one serving 107 W. Marion Road (Bryant's Restaurant)—were actually 2-inch services rather than the 1-inch size shown in the project plans. To maintain the appropriate service size, the two services were replaced with 2-inch water service corporations. The change resulted in: • Two 2-inch water service corporations: $2,700.00 • Credit for two 1-inch water service corporations: ($900.00) • Net increase: $1,800.00 1
