AGENDA INFORMATION
TIFFIN CITY COUNCIL COMMUNICATION
DATE: October 3, 2025
AGENDA ITEM: Discussion and Consideration of Chang Order #8 – Rathje Construction –
Original Town Urbanization – Phase 3
ACTION: Approval
Purpose
To request Council approval of Change Order #8 for the Original Town Urbanization – Phase 3
project, submitted by Rathje Construction and recommended by Hart-Frederick Consultants.
Background
During construction, issues were identified with the existing sanitary sewer service lines at 230
W. 3rd Street and 230 College Street. The existing 4" SDR 23.5 pipe was improperly backfilled
with dirt instead of rock, and multiple low spots were discovered through televising the line.
To correct the issue, the contractor:
• Removed and replaced 30' of 6" main line with 60' of new SDR 23.5 PVC encased in
rock.
• Installed two 6x4 wyes and a cleanout.
• Removed and replaced 90' of 4" service lines for both properties.
• Realigned the pipe to move the cleanout out of the curb line.
• Backfilled, compacted, and graded the area.
This work was completed in September 2025 and is eligible for restoration under existing bid
items.
Recommendation
Staff and the City Engineer recommend approval of Change Order #8 in the amount of
$17,199.61 and a 2-day extension to the contract timeline.
