AGENDA ITEM # E-5 AGENDA INFORMATION TIFFIN CITY COUNCIL COMMUNICATION DATE: October 30, 2026 AGENDA ITEM: Approval of State Revolving Fund (SRF) Reimbursement Request #10 – Water Treatment Facility Upgrade Project ACTION: Motion Background The City of Tiffin is utilizing State Revolving Fund (SRF) financing through the Iowa Finance Authority to fund eligible expenses associated with the Water Treatment Plant Upgrades Project. Staff has prepared SRF Construction Disbursement Request No. 10, dated November 2, 2026, requesting reimbursement for eligible project expenses incurred for construction and engineering services. The reimbursement request includes the following expenses: • Tricon Construction Group – Water Treatment Plant construction costs associated with Pay Application No. 14. • MSA Professional Services – Engineering and construction administration services associated with the project. TRICON CONSTRUCTION GROUP – CONSTRUCTION $534,447.69 MSA Professional Services – Engineering $38,384.91 Total Reimbursement Request $572,832.60 Recommendation Staff recommends approval of SRF Construction Disbursement Request No. 10 in the amount of $572,832.60 for eligible construction and engineering expenses associated with the Water Treatment Plant Upgrades Project.
