AGENDA ITEM # K-3 AGENDA INFORMATION TIFFIN CITY COUNCIL COMMUNICATION DATE: April 2, 2026 AGENDA ITEM: Discussion and Consideration of Pay Application #11 – Boomerang Corporation – North Park Road Improvements Project ACTION: Motion Background The North Park Road Project is currently under construction by Boomerang Corp. as part of the City’s capital improvement program. Pay Application No. 11 covers work completed between February 22, 2026 and March 28, 2026, and reflects ongoing progress on roadway construction, storm sewer installation, water main work, and associated infrastructure improvements. The project continues to move forward with substantial progress across multiple components, including: • Roadway grading, subbase, and concrete pavement installation • Storm sewer system installation, including manholes, intakes, and reinforced concrete pipe • Water main installation, including 12-inch water main, valves, hydrants, and fittings • Trail and sidewalk improvements • Traffic control and signage As shown throughout the detailed pay application (pages 2–10), major quantities of pavement, underground utilities, and structural elements have been completed or are in progress. Staff Recommendation Staff recommends approval of Pay Application No. 11 for the North Park Road Project submitted by Boomerang Corp. for work completed through March 28, 2026.
