CITY OF TIFFIN ORDINANCE NO. 1999-227 AN ORDINANCE A RENTAL CODE FOR PROPERTIES WITHIN THE CORPORATE LIMITS OF THE CITY OF TIFFIN, IOWA. BE IT ENACTED BY THE CITY COUNCIL OF TIFFIN, IOWA: SECTION: 1: Short Title 2: Purpose 3: Definitions 4: Scope of Provisions 5: Compliance with State Law 6: Administration and Enforcement Official 7: Inspections 8: Access by Owner or Operator for Maintenance 9: Emergency Orders 10: Placarding of Structures; Condemnation Referrals 11: Fees 12: Rules and Regulations 13: Appeals Board; Variances and Appeals 14: Notice of Violation 15: Designation and Registration of Designated Agent 16: Certificate of Structure Compliance and Rental Permit 17: Minimum Structure Standards for All Dwellings 18: Minimum Structure Standards for All Rental Housing 19: Responsibilities of Owners Relating to the Maintenance and Occupancy of Premises 20: Responsibilities of Occupants Relating to the Maintenance and Occupancy of Premises 21: Title 24 of the Code of Federal Regulations; Section 882.109(a) through (1); "Housing Quality Standards" SECTION 1: SHORT TITLE: This Article shall be known and designated as the Tiffin Housing Code, hereinafter referred to as "the Housing Code". SECTION 2: PURPOSE: It is hereby declared that the purpose of the Tiffin Housing Code is to ensure that housing facilities and conditions are of the quality necessary to protect and promote the health, safety and welfare of not only those persons utilizing the housing, but the general public as well. It is hereby further declared that the purpose of this Article is to determine the responsibilities of owners, operators, occupants and the City necessary to maintain and administer the standards of the Housing Code. SECTION 3: DEFINITIONS: As used in this Article, the following definitions shall apply. Whenever the words "dwelling", "dwelling unit", "rooming house", "rooming unit", "Type III dwelling unit" or "premises" are used in this Article, they shall be construed as though they were followed by the words "or any part thereof". Whenever the term "dwelling unit(s)" is used in this Article, it shall include Type III dwelling unit(s).
