TIFFIN CIP PLANNING COMMITTEE JUNE 18, 1998 Present: Mike Singer, Patrick Callahan, Judy Beckler, Mike Ryan, Jim Bartels, Steve Berner, Terry Richardson, Dan O’Halloran. The Committee reviewed the project summary forms for the capital improvements plan. The Committee decided to use the Newton and Maquoketa CIP forms as the basis to prepare a Tiffin CIP form. The Committee agreed to include the following information on the two page CIP format: 1. Project title and description 2. Project description 3. Five year expenditure plan 4. Sources of funding 5. Percentage that the project represents of all department projects 6. Breakdown of the costs of the project The Committee agreed that maps showing the locations of the proposed projects for each department would be prepared, rather than copying individual maps on each project summary sheet. The department maps will be prepared by Hart-Frederick Consultants. It was agreed that a spread sheet would be prepared showing all the projects on a five year schedule. Callahan will prepare a summary of revenue sources and revenue projections based upon information provided by the City Clerk and Mike Singer. Callahan will also review the current revenues from water rates, sewer rates, and property taxes and then advise the City Council on the need to adjust rates. Callahan noted that he will prepare the first draft of the CIP based upon current rates, plus a annual increase of 2% to 3% in overall rates. The Committee reviewed the list of potential CIP projects, as prepared by Mike Singer. The Committee agreed to add the following to the list of CIP Projects: 1. Annual sanitary sewer lines replacement program. 2. Maintenance items based upon the City Engineer’s recommendation 3. Fire trucks and equipment 4. New playground equipment and park development 5. Entrance signs for the community Mike Singer will prepare a revised list for the next meeting. He will also prepare a CIP summary form for the Committee to review at the next meeting.
