City of Tiffin
A regular meeting of the Tiffin Planning and Zoning Commission was brought to order by Terry Richardson at 6:30 p.m., Wednesday, August 5, 1998. Commission members present: Melvin Reeves, Terry Richardson, Tina Walls, and Steve Berner. Absent: Dan O'Halloran. Also present: Mayor Glenn Potter, Jim Bartels and Vic.
Doug Frederick of Hart Frederick Engineering was presented new plans to add lots to the west and south portions of the Clear Creek Mobile Home Park south of the railroad tracks. The plans include filling in the pond located at the west side of the property. The Corp of Engineers has provided no comment to this fill work and Hart Frederick is waiting on response from the DNR on fill work. Terry Richardson asked what kind of plans were being made to prevent trapped water as was experienced in 1990 flooding. An 8" culvert for drainage is included for the southeast corner of the property in plans. The trailer court sits at 691 feet and the 100 year flood level is 690 feet.
The Mayor asked if the court had any plans for a play area within the court and recommended this so that small children would be less likely to cross dangerous rail tracks to find recreation opportunities.
Mr. Frederick indicated that lot sizes were slightly smaller than necessary and asked if variance could be provided to the court due to the fact that an additional entrance/exit would be provided on the west side of the park. The Planning and Zoning will find out if a variance request is needed here.
Mike Singer has recommended review of city street and housing numbers. At present all numbering has been accomplished for Songbird, Reeves I and II and Tiffin East. The clerk will provide information on any new subdivisions for the Planning and Zoning review.
Plans for apartment alteration at the BenKay Apartments would require an additional two parking spaces from Bob Aldrich on his property. BenKay Apartments has made no additional contact in this matter.
Members Berner and Richardson left for a mutual aid fire emergency in Coralville.
Motion Reeves, second Walls to adjourn. Motion carried. 7:20 p.m.
Margaret B. Reihman, CMC
City Clerk, City of Tiffin
