CITY OF TIFFIN – Work Session Wednesday, June 4, 2014 The Tiffin City Council held a work session on Wednesday, June 4, 2014 at City Hall. Mayor Berner called the meeting to order at 8:02 p.m. Roll Call vote: Joann Kahler, Mike Ryan, Jim Bartels, Peggy Upton (arrived at 8:13 p.m.), Mark Petersen. Also present: Engineer Frederick, Engineer Carhoff, Engineer Burnham and Administrator Jackson. Motion Ryan to approve the agenda, seconded Petersen. All ayes. Motion carried. CCA School Agreements: The CCA School Superintendent, Tim Kuehl, attended the meeting. Administrator Jackson gave background of multiple meetings with school prepare an agreeable package to present to Council and School Board for financial responsibility. Additionally, the building permit will not be issued until all parties agree on terms. Council discussed possible options that would be agreeable. Upton arrives at 8:13 p.m. Discussion on turn lanes on Park Road. The City Engineer commented it will have a school speed zone in effect which will slow some traffic down. Discussion about sidewalk at the current school site. Discussion about waiving hook-up fees and the funds the school saves could be used towards installation of the side walk along Highway 6. Council and the Superintendent agreed to have two (2) agreements: First agreement approving water, sewer & lift station at 1/3 city and 2/3 school. Second agreement approving the City to waive the hook-up fees and only charge 50% of building permit fees while the school would install an 8’ trail sidewalk (along the right-of-way from Ireland Avenue to the West side of the High School property line along Highway 6) and pay for 5’ of the costs with the remaining 3’ upsize to be paid for by the City. DOT Highway 6 Access: Previously, when a priority 5 highway, the plan was forwarded to the IA DOT. The IA DOT did not approve the submitted plan. Now, it is a priority 6 priority. Which means access points can be closer together on highway six. The process of updating the plan should take approximately 10 months to complete. Engineers recommend following a priority 6 around Ireland only and a priority 5 on the east and west sides of town. Technically, for Tiffin Heights, there is a field entrance that has not been taken away that could possibly be used as a construction entrance for that development. There might be a right-of-way issue that will need to be addressed for a temp entrance. Have Tiffin Heights apply to the city to approve a temporary construction permit and then, once approved, forward to the IA DOT for approval. Infiltration & Inflow: Administrator Jackson provided a synopsis from meeting with Mayor and Engineer about possible financing and options to access the home owners. Council seemed agreeable to the terms of a $1,200 dollar assessment for the sewer portion and with a 15% assessment for the sidewalk, curb & gutter package. The City will borrow around in the spring of 2015. Little Clippers: building permit to be denied due to not enough parking.
