CITY OF TIFFIN – Agenda - Work Session 6:30 PM – City Hall Wednesday, December 10, 2014 The City of Tiffin City Council met in a work session on Wednesday, December 10, 2014 at Tiffin City Hall Council Chambers. Mayor Steve Berner called the meeting to order at 6:36 PM. Roll Call: Joann Kahler, Mike Ryan, Jim Bartels, Mark Petersen, Peggy Upton. Absent: none. Also present: Administrator Michon Jackson, Public Works Director Brett Mehmen, Engineer Doug Frederick and Deputy Clerk Ashley Jay-Platz. Approval of Agenda Ryan motioned to approve agenda; seconded by Kahler. All ayes, motion carried. Business Assessment/Cost Share for Original Part of Town for Urbanization Improvements Discussion if council should change the cost share from 10% to the 15% on the urbanization to help with the cost. Administrator advised how the money is collected. Engineer Jack Burnham advised that the property will have a lien assess to the home, but no home will pay until work is complete. Mayor explained the difference from 10% to 15% from what was previously discussed. Jack advised difference from I&I and the urbanization. Jack explained the plan for college street and also the time line. Council discussion on making it 15%. Ryan discussed that $2500 for new curb and gutters being reasonable since most cities make homeowners pay for full cost or a much larger percentage. Questions from Council regarding agenda items Ryan had a question on urban renewal and using TIF. Had a question on that most development will be new and not be renew Upton & Mayor had changes and comments on minutes. Bartels motioned to adjourn meeting; seconded by Upton. All ayes motioned carried. Work session closed at 7:00 PM. Mayor Steve Berner called the meeting to order at 7:00 PM. Roll Call: Mayor Steve Berner, Joann Kahler, Mike Ryan, Jim Bartels, Mark Petersen, Peggy Upton. Absent: none. Also present: Administrator Michon Jackson, Public Works Director Brett Mehmen, Engineer Doug Frederick, Attorney Raiber (6:53PM) and Deputy Clerk Ashley Jay-Platz.
