Minutes of Regular Council Meeting, May 5, 1964, Tiffin, Iowa Present: Bill Verry, Glen Potter, Ted Spivey, Bob Svatos Absent: Wayne Stratton The meeting was called to order by Mayor O'Toole. Minutes of the last meetings were read and approved. OLD BUSINESS: Western Materials Company. According to the company foreman, the only activities in Tiffin would be a boiler to generate steam to unload the asphalt cars and haul it out by semi-trailer. Mayor read letter from Mr. Finley under date of May 2, and application enclosed. Bill moved that Tiffin accept Finley's letter as evidence of a gentleman's agreement to comply with our only requests that he put up a bond to be returned to him when the work is completed under satisfactory conditions; that is, that they clean up the property when they are finished to the approval of the Town Council. They should also be advised that we are going to be under construction this year for the sewer. In connection with problems connected with companies leasing the railroad property, the Mayor mentioned that it is stipulated in the Code that if the railroad has property that is no longer used for railroad purposes, the administrative unit has a right to recover that land on the same basis as it was made in the beginning. The railroad right-of-way is only 50 feet. Sewer. The Mayor reported on his meeting with Mr. Houser of the State Health Department, Mr. Powers, and Mr. Bartels of Coralville. The engineer will be informed of the Health Department's decision regarding necessity (in their opinion) for a retaining pond, or polishing pond. This would require the purchase of more land, and the possibility of going south under the railroad tracks was discussed. Mrs. Rogers' lawyer will be contacted in regard to the land for the plant and pond. Another change made by the Department of Health was to insist upon a wet-hole pump instead of a dry-hole pump. This will take a little more concrete. Mr. Tucker has been out of town and has not had time to go over Mr. Allender's letter of explanation in regard to the Carlton Beh plan. We should explain to the people why they would be better off to go out and borrow money @ 5%, taking a second mortgage or something, because the 6½ interest they pay when paying their assessment on time, plus the 5% they are paying on the bonds would make their interest rate around 11½. NEW BUSINESS: Glen moved, Bill seconded the motion to accept the following money: $180.00 . Clear Creek School (4 months crossing) $1370.99 . Johnson County Treasurer (taxes) $363.09 . State Comptroller (street) $1914.08 Bill moved, Ted seconded the motion to pay the following bills: $54.76 . DeWaine Slade (street) $115.38 . " (marshal & cross) $49.66 . Electric bill $6.70 .
