Minute of Regular Council Meeting, March 3, 1965 Present: Bill Verry, Bill Bream, Wayne, Glen Absent: Ted OLD BUSINESS: Water. The well is producing just over 10 gallons a minute and will probably continue to produce that. This is not enough for the town; however, the quality of the water is good, and if we had two or three wells about this amount, we would have enough water. The casing situation is unchanged. The geologist hasn't assembled his data to the point where he would want to comment himself. Sewer. What remains at the present time on the plant before it goes into operation is small. The ground has been frozen so backfill has been practically impossible. Sammons requested a 60-day extension which was denied. He explained that this was on the basis of the backfill. We told him through our engineer that we're not particular about the backfill but we want the plant completed. He was given 10 days extension for delivery of parts—about 2 hours of work to install. The backfill will be done on the basis of warmer weather. He is eager to have it completed. In addition, the stream itself should be surveyed and dredged. What this involves exactly I can't say (our engineer will have to plot the profile of this stream and then what they would hope to do is take it to the soil conservation service who have recommendations for shaping this creek. This is essential because the debris down there is going to load the thing up and plug an it wouldn't be an impediment to the outflow of the sewer during high water. Whether we can get funds for the profile work I don't know. Sewer Plant: I think we should be prepared to make an announcement that the plant will be ready to receive sewage before the 1st of April and we should set up the rental fees starting the first of April and decide on a grace period for the payment of these rentals. The rent should be set up so it can be collected from everyone simultaneously. What we should do is set up our payments so we can amortize these revenue bonds and it would be impossible to keep book or accounting if we do it on a haphazard basis. If you hook on on April 1 and someone doesn't hook on till June 1, you're paying for interest. We need about 2 dozen at a minimum. As far as I know, there has been no change in the last figure we were given by White-Phillips. Billing. After discussion, Wayne made the resolution that rentals will accrue from the 1st of April, will be due on a monthly basis starting May 1, with over after the 15th and each subsequent month on the basis of 5%. Bill Bream seconded the resolution. Carried. Streets. Talked with Powers at some length about this thing, going back to our attempts to get the street problem ironed out last Sept. I made it clear to him that the 15 or 1600 dollars we put on these streets is not going to be borne by the town because this really revolves around the attempts that we made to get together with Glenn Construction and through the use of our road use tax and their responsibility to put the town in shape to evolve a plan that would preserve these streets over the winter and spring season and it was my feeling that they fell short of this because no concrete plan was evolved. The recommendations of Pelling and the recommendations Powers were not followed by Glenn Construction; instead, they began a job which they didn't complete. They made a haphazard attempt and dumped a lot of poor grade material on the roads which didn't do anything but create more mud. They didn't follow
