The meeting was called to order by Mayor Bream.
Present: Dale Flansburg, Fred Moore, Ned Allen, Ted Spivey, and Glenn Potter. Mr. Neuzil and Mr. Wayne Reed were also in attendance.
Absent: None
Mayor Bream appointed Ted Spivey as Mayor "Pro-Tem".
Dale Flansburg was sworn in as a new councilman filling the vacancy left open when Bill Bream became Mayor.
Minutes of the last meeting were read and approved.
Mr. Reed was present to discuss the bids received on the water system. He brought copies of the analysis and recommendations for each council member. Mr. Reed suggested that the Globe bid be rejected and sent back due to the irregularity that a bid bond was supplied rather than a certified check. He also suggested the bid of Maasdam Construction be rejected due to the error in the payee of the check, "Town of Tipton." Ned Allen made a motion to reject the Globe and Maasdam bids. Ted Spivey seconded. All in favor. The clerk was directed by Mayor Bream to send back the bid bond to Globe and the certified check to Maasdam.
Mr. Reed said that he has a list of several small tank manufacturers and thinks we should be able to get a much lower bid when we readvertise for bids on Contract D. It is his opinion that we will probably get better bids on a standpipe rather than move Owens tank. This was discussed by the Council and decided that we advertise for bids on a new tank only.
Mayor Bream directed Mr. Neuzil to write a letter thanking Owens Brush Co. for their offer of the tank, but explain that the town can't afford it.
Mr. Reed said we got a good bid on Contract B and a good bid on the wells. Treatment is probably the best that can be done. Dale Flansburg brought up that someone investigate the difference between the treatment plant as bid and untreated water except for chlorine. Question was brought up if raised rate as shown on analysis sheet would be acceptable to the townspeople. Mayor Bream brought up this would not be acceptable to the people.
Mr. Reed said a savings of around $10,000 may be had by replacing a standpipe with underground storage and having a smaller tank. This would be a drastic project change plus the building would have to be enlarged and a pressure system installed. By changing the treatment system there would be a large savings. Mr. Reed is willing to change the plans and leave out the treatment plant to bring the cost way down. The chlorine system could be installed in the present town building.
In conclusion: the Council and Mr. Reed decided that the present treatment system plan be dropped, the elevated tank be changed to a standpipe, and the well bids and the distribution system bids be kept.
Fred Moore made a motion that Mr. Reed draw up new plans with the exclusion of the treatment plant. Ted Spivey seconded the motion. All in favor.
