Minutes of Regular Council Meeting, October 3, 1968, Tiffin, Iowa The meeting was called to order by Mayor Bream. Present: Ned Allen, Dale Flansburg, Fred Moore, Glenn Potter, and Ted Spivey. Ralph Neuzil, Wayne Reed, Robert Koch, Lloyd Scott, and Tony Tometich were also in attendance. Absent: None Minutes of the last meeting were read and approved. Mr Reed: Maybe cost of water system can be cut down to $115,000 cost, but rate per user would still be at $6.50 to $7.50 without additional grant money. The new school is a big potential user. The rate has to be brought down before townspeople will accept it. Two hopes brought up are the deletion of the treatment plant and additional grant money. Mr. Scott: He asks that drinking water be up to U. S. Health Department standards. F.H.A. is at present time reviewing several communities that want water and sewer. F.H.A. likes to have 80 per cent of potential users wanting water. This Tiffin lacks at the present time. 108 would be minimum number counting school and the Lark. We now have 87 in Tiffin. Mr. Scott would like to have an up-to-date list of committed users. F.H.A. may come up with more money but interest rate would be 5 or \( \frac{5}{2} \) per cent. The possibility of going ahead with a warrant and then refinancing the warrant was discussed. The main thing needed now though is more signers. Council is going to revise list of potential users and take a new survey. Main selling points to attract more signers are: cheaper tap-on fee now, we won't get gas until water is put in, and construction costs are going up 20 per cent a year. Mayor Bream instructed DeWaine Slade to take Water Census of the town. OLD BUSINESS: Ken Brown's request for garage-body shop was discussed. Ken Brown was present. He filed the signatures of adjoining property owners. Glenn Potter made a motion to issue a building permit to Ken Brown. Fred Moore seconded the motion. All in favor. Fred Moore brought up trailer sitting down at the stockyards. DeWaine will call owner to see if he will move it. Fred Moore wanted to know if there is a trailer ordinance. The mayor instructed the clerk to drop a note to Mr. Neuzil to look through the ordinances to see what we have for a trailer ordinance. Dale Flansburg made a motion that no more trailers be moved into Tiffin until the trailer ordinance is checked into or set up. Glenn Potter seconded. All in favor. Fred Moore complained about Mrs. Fran Neiderhiser using alley. There was some discussion that Mr. Steuck should provide ample parking for renters.
