Present: Ned Allen, Dale Flansburg, Fred Moore, Glenn Potter, and Ted Spivey. Also Ralph Neuzil and DeWaine Plade.
Absent: None.
The meeting was called to order by Mayor Bream.
Minutes of the September meeting were read and approved. Treasurer's report was given.
Water-Bill said the contractors will be back this fall, but they want to wait until the bonds are sold. Mr. Neuzil talked to Chapman and Cutler and they told him there is nothing he or the Council can do until they hear from Chapman and Cutler. This shouldn't be much longer.
Ned Allen moved and Dale Flansburg seconded the motion to put the water tank in the fire station so it wouldn't freeze this winter. All in favor. Dale Flansburg will be in charge of putting it in.
Glenn moved and Ned seconded the motion to put a fence around the new well at the S.E. corner of the Town lot by the fire station. All in favor.
The lawsuit of Zimmerman Implement vs. Town of Tiffin was discussed. It is for $160 for a mower the Town was going to buy in 1962. According to minutes of Council meetings in 1963 the agreement was the Town would buy the mower if it was in working order. Mr. Zimmerman was told the mower didn't work and was told to either fix it or take it back. He never did either of these, so the mower is still in the Town shed. Mr. Zimmerman told Neuzil the mower had been used.
Mayor Bream read a letter form the Railroad saying they would help pay for the mowing of the Railroad property.
A letter was read from Sydney Schactmeister to Dwane McNemony about hooking on to the sewer.
Dale Flansburg reported on his findings at the School Board meeting. This is about the necessity of a tube on the school property for water drainage. He said they were entirely co-operative and agreed that a tube was needed. The Town will put in the tube and be reimbursed by the School. Dale made the motion and Ned seconded it to have Street Commissioner Potter be in charge of this project and hire whoever he thinks will do a good job on this. All in favor. If it is practical the tube by Leland Campbells will also be moved back as far as he wants it.
Mayor Bream said HACAP will be opening soon. The Sherrif's Dept. will have some one at the dances.
It was decided to have Mr. Neuzil write the pipeline outfit to see what their plans are by the railroad tracks.
Mr. Neuzil presented the abstract and his title opinion and abstract opinion to the council on the Ingham property. All that is necessary now is to send them a check for $1485, which is the balance of the total price of $1650.00
Reg ordinance #49 was reviewed.
Glenn suggested the Clerk send a copy of the Town's Financial Statement in the October sewer bill.
