AGENDA ITEM # E-4 AGENDA INFORMATION TIFFIN CITY COUNCIL COMMUNICATION DATE: August 13, 2026 AGENDA ITEM: Discussion and Consideration of Approval of State Revolving Fund (SRF) Reimbursement Request #7 – Water Treatment Facility Upgrade Project ACTION: Motion Background Construction continues on the Water Treatment Plant Upgrades project, which is being financed through the State Revolving Fund (SRF) program. The construction contract was awarded to Tricon Construction Group, with MSA Professional Services serving as the City's engineer for the project. As construction progresses, the City submits reimbursement requests to the Iowa Finance Authority for eligible project expenditures. The City has previously submitted six SRF reimbursement requests. Request #7 represents the next reimbursement for eligible construction and engineering expenses associated with the project. The request is not the final reimbursement request. This represents the seventh reimbursement request submitted under the SRF loan. The application was reviewed and recommended by the project engineer, MSA Professional Services. Recommendation Staff recommends that the City Council approve SRF Reimbursement Request #7 in the amount of $1,322,480.77 for eligible costs associated with the Water Treatment Plant Upgrades project and authorize the appropriate City officials to execute and submit the reimbursement request to the Iowa Finance Authority.
