Tiffin Public Safety Assessment Update As of 9/2/21 To: City of Tiffin Elected Officials & City Administrator Doug Boldt From: Jon Thomas, Workforce Solutions RE: Public Safety Assessment Update First and foremost, thank you again for the opportunity to perform this work and spend time in your community. This project has been underway for just under a month and the following objectives have been completed: 1. Each City Council member and the Mayor have been interviewed individually to discuss the future needs of Tiffin’s public safety as well as answer any questions each of you may have had at the time. 2. City Administrator Boldt has been interviewed and overall discussions about general public safety concepts have been discussed. 3. An analysis of 2019 and 2020 calls for service has been completed to include specific breakdowns as to which days of the week have higher call volumes, call volume by hour of the day, an analysis of types of calls for service, an analysis of the current calls for service which are officer initiated as compared to which were a request for services by a caller. 4. A meeting was held with Sheriff Kunkel and his command staff regarding public safety in Johnson County and more specifically the services provided to the Tiffin community. An at length discussion was held regarding Tiffin’s future needs and I am happy to report, Sheriff Kunkel and I were in agreement in regards to the future staffing for what the next decade looks like based upon the information available to us at this time. 5. Members of the Clear Creek Amana Schools have been contacted and while some preliminary conversation about the school’s needs have occurred, this area requires additional follow up. 6. Data analysis of comparable communities is underway to include the following information: 1) tax revenue generated though property taxes, 2) how each community provides police services to their communities, and 3) the costs associated with each community’s public safety model. 7. In preparation for the future commercial and business growth in Tiffin’s eastern corridor, cities with similar businesses have been contacted about what type of growth these cities experienced after Top Golf/Top Tracer was completed as well as how the addition of this business impacted calls for service and police staffing. 1|Page
