AGENDA ITEM # E-8 AGENDA INFORMATION TIFFIN CITY COUNCIL COMMUNICATION DATE: August 28, 2026 AGENDA ITEM: Approval of State Revolving Fund (SRF) Reimbursement Request #8 - Water Treatment Facility Upgrade Project ACTION: Motion Background The City of Tiffin is utilizing State Revolving Fund (SRF) financing for the Water Treatment Plant Upgrades project. The City's SRF loan amount is $14,384,000, under SRF Project No. 2025-0171W and DNR Permit No. FS-52-25-DWSRF-001. The City has submitted Construction Disbursement Request #8 to the Iowa Finance Authority for reimbursement of eligible project costs. The request is dated September 1, 2026, and is identified as Request #8. This is not the final reimbursement request. The $1,749,583.52 construction expense corresponds with Tricon Construction Group's Pay Application No. 12 for the Water Treatment Plant Upgrades project. The additional $41,245.74 represents engineering expenses associated with the project. Through SRF Request #8, the City has requested a cumulative $9,417,789.87 in eligible project expenses. Of this amount, $8,886,480.76 represents construction costs and $459,389.11 represents engineering expenses, with the remaining amount reflected as the project's initiation fee. Following Request #8, the SRF documentation identifies $4,966,210.13 as available to draw from the loan. Recommendation Staff recommends approval of SRF Construction Disbursement Request #8 in the amount of $1,790,829.26 and authorization for the appropriate City official to execute and submit the request to the Iowa Finance Authority.
