AGENDA ITEM # K-2 AGENDA INFORMATION TIFFIN CITY COUNCIL COMMUNICATION DATE: September 9, 2026 AGENDA ITEM: Discussion and Consideration of the Approval of a Wastewater Treatment Plant Storage Building ACTION: Motion Background The Water/Wastewater Department utilizes a tractor at the Wastewater Treatment Facility to assist with the pushing and movement of sludge as part of the facility's regular operations. The tractor is currently stored outdoors and is exposed to weather conditions and other environmental factors. The Department has also experienced ongoing issues with mice and other varmints getting into the tractor and causing damage. The tractor is an important piece of operational equipment for the wastewater treatment facility. Continued outdoor storage increases the potential for additional damage, premature deterioration, and equipment downtime. Providing an enclosed storage location would help protect the City's investment in the equipment and provide a more appropriate storage environment for a piece of equipment that is regularly used in wastewater operations. A significant benefit of this project is that the City's Public Works Department has the ability to complete the construction of the storage building using existing City staff and equipment. Public Works staff would be able to perform the necessary work associated with preparing the site and constructing the building rather than the City contracting the entire project to an outside contractor. This provides a substantial cost savings to the City by eliminating or significantly reducing outside contractor labor and installation costs. The estimated $19,000–$22,000 project cost represents the anticipated cost of the building and necessary materials, while the construction labor would be provided by City staff. Utilizing Public Works staff also allows the City to maintain greater control over the project schedule and construction process. Recommendation Staff recommends that the City Council approve the construction of an approximately 16-foot by 26-foot enclosed storage building at the Wastewater Treatment Facility for the Wastewater Department's tractor, at an estimated material cost of $19,000–$22,000.
