AAer a special session of the Hickory Knoll HOA was gathered on July 9th, 2023, the
following proposals were agreed upon by all 9 members of the Hickory Knoll
development
Although the previous agreement between the developers and the City of Tiffin were
not adequately or appropriately conveyed to the current homeowners through
documentaJon within the HOA covenants or included on the final development plat as
customary, the members of Hickory Knoll recognize the prior agreement and the effort
of the City of Tiffin to extend the city uJliJes to include extension of the city sewage
system to include the 9 homes within the Hickory Knoll development. As such, the
current members and HOA propose the following agreement to move forward with
expansion of city sewer
1. As documented in the original agreement between the City of Tiffin and the developers,
the city sewer would be extended South along Jasper Avenue with use of the current 15’
uJlity easement and would service the necessary Je in point at the Eastern terminaJon
of Gable Way at Jasper Avenue. The homeowners would assume responsibility of cost
for installaJon of appropriate sewage infrastructure extending West along the south side
of Gable Way, along the current 15’ uJlity easement as previously determined. Lots 1
and 9 would be serviced through the current common ingress egress and uJlity
easement along the private drive north of Lot 1.
2. Given the current appropriate funcJoning and well maintained private sepJc systems
included in all 9 current residences, we would propose that the City of Tiffin allow
current use of private sepJc systems, with conJnued inspecJon and maintenance of
funcJon by Johnson County, for an addiJonal 10 years from the current date. This would
allow current homeowners to maximize the expected life and funcJon of their current
private sepJc systems before the large financial investment of each homeowner to
convert to city sewer.
3. To ensure the financial feasibility and stability of the HOA, Hickory Knoll HOA will assess
homeowners an addiJonal $500.00 per year to be set aside for conversion to the
proposed city sewer system within the aforemenJoned 10-year window. These funds
will be held in a separate account which will total a minimum of $45,000.00 in 10 years.
These funds will help to off-set the financial burden on individual homeowners when
conversion to city sewer takes place.
4. If determinaJon is made by a qualified engineering firm that a more effecJve, cost-
efficient city sewage infrastructure can be implemented by way of new, unplanned
uJliJes easement outside of the current easements along Jasper Avenue and Gable Way,
the City of Tiffin would take responsibility for the cost of the addiJonal engineering,
infrastructure and installaJon of the city sewer system along any unplanned route.
Further, the city would assume financial responsibility for revision of any and all
landscaping and erosion control measures that have already been performed by the
