AGENDA ITEM # E-10 AGENDA INFORMATION TIFFIN CITY COUNCIL COMMUNICATION DATE: October 1, 2026 AGENDA ITEM: Approval of Change Order #19 – Boomerang Corp. – North Park Road Improvements Project ACTION: Motion Background The City of Tiffin's STP-U-7662(615)--70-52 project was awarded to Boomerang Corp. The project was let on December 17, 2024. Change Order No. 19 is identified as a non-substantial change order and was created on September 18, 2026. The purpose of the change order is to address a price adjustment associated with rain damage to median pavement during construction. The change order addresses Item 0130 – Median, P.C. Concrete, 6", located from approximately Station 223+57 to Station 227+85. According to the change order documentation, Boomerang Corp. did not adequately protect the newly placed median pavement from rain. Burlap and plastic were not added to the surface until after the rain began, and the plastic concrete sustained rain damage. Rather than requiring replacement of the affected pavement, the contract's adjustment provisions provide for a price reduction based on the extent of the damage. The change order has been reviewed through the project's Doc Express process. Boomerang Corp. electronically approved the change order on September 24, 2026, and MSA Professional Services electronically recommended/approved the change order on September 25, 2026. Recommendation Staff recommends approval of Change Order No. 19 with Boomerang Corp., resulting in a $654.03 reduction to the authorized project amount and establishing a revised project amount of $5,586,322.65.
