AGENDA ITEM # E-9 AGENDA INFORMATION TIFFIN CITY COUNCIL COMMUNICATION DATE: October 1, 2026 AGENDA ITEM: Approval of Pay Application #17 – Boomerang Corp. – North Park Road Improvements Project ACTION: Motion Background The City of Tiffin contracted with Boomerang Corp. for the STP-U-7662(615)--70-52 project. The project was let on December 17, 2024. Payment Estimate No. 17 covers the period of August 23, 2026 through September 26, 2026. The payment documentation was dated September 30, 2026, and the payment status is currently listed as pending. The payment estimate reflects substantial progress on the project, including roadway, pavement, storm sewer, water main, pedestrian facilities, traffic control, erosion control, and related infrastructure. Significant items reflected in the current and cumulative payment documentation include: • Portland cement concrete pavement; • Concrete median improvements; • Excavation and embankment work; • Storm sewer and drainage infrastructure; • The 12-foot by 12-foot precast reinforced concrete pedestrian tunnel; • Water main installation; • Fire hydrant assemblies; • Recreational trail improvements; • Curb and gutter; • Concrete driveways; • Sidewalk and detectable warning improvements; • Traffic control and construction survey; and • Erosion and sediment control measures. The payment estimate also reflects completion of several major infrastructure components. For example, the project documentation shows 224 linear feet of the precast pedestrian tunnel completed, along with the associated concrete culvert, storm sewer, intakes, and other drainage improvements. The payment documentation has been submitted through the project's Doc Express process. The document shows an electronic signature from Boomerang Corp. on October 1, 2026, and an electronic signature from MSA Professional Services on October 1, 2026, recommending payment as the project engineer. 1
