AGENDA ITEM # E-4 AGENDA INFORMATION TIFFIN CITY COUNCIL COMMUNICATION DATE: October 1, 2026 AGENDA ITEM: Approval of Pay Application #13 – Rathje Construction Co. – Original Town Urbanization – Phase 3 ACTION: Motion Background The City of Tiffin contracted with Rathje Construction Co. for the Original Town Urbanization – Phase 3 project. Hart-Frederick Consultants P.C. is serving as the project engineer. Partial Payment Estimate No. 13 represents work completed during the payment period through July 31, 2026. The project documentation identifies the original contract amount as $2,134,856.90, with approved change orders bringing the current contract amount to $2,334,304.02 on the contractor's AIA Application and Certification for Payment. The project documentation also identifies a revised completion date of September 30, 2025. The current payment estimate is therefore part of the project's continued closeout/payment process. The engineer's certification indicates that the work represented in the estimate has been inspected and that the quantities shown are considered correct and in accordance with the contract documents. Staff Recommendation Staff recommends approval of Partial Payment Estimate No. 13 in the amount of $110,774.23 to Rathje Construction Co. for the Original Town Urbanization – Phase 3 project, as certified by Hart-Frederick Consultants P.C.
