AGENDA ITEM # E-3 AGENDA INFORMATION TIFFIN CITY COUNCIL COMMUNICATION DATE: October 1, 2026 AGENDA ITEM: Approval of Pay Application #1 – Neumiller Electric, Inc. – Robert’s Ferry Road & Village Drive Traffic Signal Project ACTION: Motion Background The City of Tiffin has contracted with Neumiller Electric, Inc. for the Roberts Ferry Road & Village Drive Traffic Signal Improvements project. MSA Professional Services is serving as the project engineer. Pay Application No. 1 covers work completed and materials stored during the period of June 2, 2026 through September 20, 2026, with an application date of September 25, 2026. The contractor submitted the application for payment, and the project manager for MSA Professional Services reviewed and recommended the payment on September 29, 2026. The progress estimate indicates that substantial work and equipment procurement have occurred during the first payment period. Work completed includes items such as: • Full-depth concrete pavement patches; • Sidewalk removal and new concrete sidewalk; • Detectable warning surfaces; • Temporary traffic control; • Wattle and erosion-control measures; • Project mobilization; and • Installation/procurement of traffic signal infrastructure and equipment. The lump-sum portion of the project has reached approximately 59% completion, with $163,160.29 of the $277,000 lump-sum work completed or represented by stored materials. The application also identifies $119,380 in traffic signal materials stored during September, including signal poles, pedestrian push buttons, traffic signal cabinet equipment, battery backup equipment, detection equipment, and emergency vehicle preemption equipment. Of that amount, $97,380 remains classified as stored materials, while $22,000 has been incorporated into the work. MSA Professional Services has reviewed the contractor's Pay Application No. 1 and signed the application as Project Manager on September 29, 2026, recommending payment in the amount of $203,474.27. 1
